Policy 5.31 subsection 3,D.

 D. After considering the public’s comments, the Superintendent shall direct the SCPS Facilities Planning Department to prepare a minimum of three (3) rezoning plans to present at the second public meeting. The criteria used to prepare the proposals shall comply with the following criterion to the extent practicable: 

1. The plan creates attendance zones that reflect the diversity of the District to the extent practicable consistent with Constitutional requirements. 

2. The plan keeps subdivisions and small neighborhood units in the same attendance zone to the extent practicable. 

3. The plan assigns students to the closest school to the extent practicable. 

4. The plan creates compact attendance zones with few or no island areas to the extent practicable.  

5. The plan includes target enrollments that allow for population/student growth and anticipated changing demographics.

6. The plan shall attempt to cause schools to be operated near orunder FISH capacity, allowing for anticipated growth.

7. The plans shall, to the extent practicable, minimize the duration of travel time and distance in order to promote safety and reduce transportation costs. The plans shall, to the extent practicable, not place a transportation burden on any identifiable diversity subgroup (socioeconomic, race/ethnicity, ESOL, or disability).

8. To the extent practicable, the plans should take into consideration contiguous communities as defined by natural barriers, roads, railways, etc.

9. To the extent practicable, the plans shall attempt to avoid rezoning neighborhoods which have been rezoned within the prior three (3) year period. This applies only to rezoning of the same level (i.e., elementary, middle, high school).
